The Consorzio Industriale Provinciale Nord Est Sardegna Gallura – CIPNES (The Industrial Provincial North-East Sardinia Gallura Consortium) is one of the eight Sardinian provincial consortia identified by the regional law for the reorganization of duties relating to industrial areas (L.R. – Regional Law – n.10 of 25/07/2008).
Coherently to regional and provincial planning, in the industrial areas of over municipal interest, the CIPNES as a Public Body carries out administrative duties relating to:
a) planning and execution of urbanization works, infrastructures and services, and public spaces for collective activities;
b) the acquisition of areas, even through expropriation procedures, the sale, the assignment and concession to companies of equipped areas for productive settlements.
c) The realization and management of common plants for the supply of services.
d) The determination and collection of money owed for the services of maintenance of the works and management of the plants.
e) The realization and management of common plants for the supply of services.
f) The buying back of industrial or handicraft factories, even using procedures and credit facilities foreseen in art.63 of the law dated 23/12/1998 n.448 (Public Finance measures for stabilization and development).
The specificity of the CIPNES is represented by its collocation in one of the most beautiful and charming areas of the Gulf of Olbia; being on the sea it has many companies tied to shipyards amd nautical activities and to mussel farming but holds, and not by chance, several hospitality, sport and wellness structures of international prestige. Among the approximate 450 active companies and the 150 about to settle or in the planning phase the fields of trade, logistics, food and marble and granite extraction and working are well represented. Its geographic position is strategic also as regards its closeness to the main passenger and goods traffic junctions of north east Sardinia- the ports and airport of Olbia – and the main roads that link Gallura to the rest of Sardinia.
BODIES AND MUNICIPALITIES CONSTITUTING THE CONSORTIUM
The Consorzio Industriale Provinciale Nord Est Sardegna – Gallura, which has its headquarters in Olbia, is currently constituted according to Art. 2, c.27 L.R. n.3/09 by the Municipality of Olbia, the Province of Olbia-Tempio, the Municipality of Monti and the Municipality of Buddusò.

INFRASTRUCTURES AND EXISTING PLANTS
- Distribution network of ADSL telephone signal and distribution of electricity for private use both in low and mid tension.
- Purification plant for the treatment of civil waste by the Municipality of Olbia, industrial waste from cesspit emptier and perculated dumping with a treatment capacity equal to 45,000 Equivalent Inhabitants.
- Disposal network of consortium black and grey waters.
- Purifying plant and relating aqueduct network service for the whole agglomerate;
- Infrastructural treatment plant disposal and improvement of urban solid waste for North East Sardina;
- Uptaking plant and biogas exploitation.
- Photovoltaic plants for the real estate owned by the consortium;
- Consortium jetty for launching and haulage of boats;
- Public lighting plant over the whole productive agglomerate made of 850 light points.
- New routing that link and access to the port area;
- Ring road that links the productive agglomerate to the primary external roads constituted by SS 131 DCN Olbia – Nuoro – Oristano – Cagliari.
INFRASTRUCTURES UNDER CONSTRUCTION
- Requalification and expansion interventions of the road system linking the primary external roads with the Industrial Agglomerate of Olbia (estimated amount €4.000.000,00);
- Requalification and rationalization interventions of the internal road system in the Industrial Agglomerate of Olbia (round abouts) (Estimated amounts €5.000.000,00);
- Functional adjustment of the treatment, disposal and improvement of urban solid waste plant.
PLANNED INFRASTRUCTURES
- Multifunctional Centre (PTE) for boating activities (Estimated amount of the 1st functional lot to be carried out in the near future €15.000.000,00 – Estimated amount of the whole intervention €50.000.000,00);
- Crèche and nursery school for the productive agglomerate of Olbia (Estimated amount €1.500.000,00);
- Realization of photovoltaic plants in the areas that pertain to the consortium plants (Estimated amount €9.000.000,00 – Total estimated potential 4 MWh);
- Cycling track along the road between Olbia-Pittulongu;
- Building of the State road SS131 DCN, western stretch ring road by the urban centre of Olbia, of III CNR type in the territory of the Municipality of Olbia (Estimated amount €90.000.000,00);
- Realization of railway between industrial agglomerate to the commercial port (Estimated amount €45.000.000,00);
- Completion of the commercial port according to the configuration defined by the current port planning scheme (paving of the operative areas – development of the docks);
- Urban requalification and environmental restoration of the productive agglomerate of Olbia;
- Completion of the urbanization of the productive agglomerate of Olbia on the basis of the forecast of the Consortium town planning scheme.
